The scope of the intitial design is to include within the required program - basically a complex of in-door ice-sports facilities of international level - a set of complementary sports, commercial and entertainment facilities which would give this structure a definite social character. The internal organization of the building and its flexibility could allow different uses : exhibitions, conventions, fashion shows etc.
